Street Lights

Our street lights are managed by Miami Valley Lighting. If there is an issue with any of the lights you are welcome to email the HOA at vandalia.copperfield.hoa@gmail.com. You are also welcome to report the issue to Miami Valley Lighting directly using the contact information below. You will need the street light pole number (on the side of the pole) and the closest address to the street light. Reporting the outage online will require you to sign in to or create an account.

Annual Dues

Everyone should have received their annual dues notice by now. There has been some confusion on the address to send the dues to. We have a new management company. The address on the dues notice is a PO Box in Las Vegas, NV. This is the correct address to send your dues to. Thank you for your patience. Annual Meeting Postponed

Everyone probably just received their letter about the annual HOA meeting on April 16. We have decided to postpone that meeting to a future date due to COVID-19. We will let you know the new date after the situation returns to normal.

Utility Installation

Metronet is currently installing fiber optic cable in our community. They have a permit from the city to perform the work and have access to the utility easements. The easements are generally 10 ft from the sidewalk into each property. A month or so ago Metronet sent out a mailing about the installation. We have received some complaints about the installation. This is outside the control of the HOA because it is a utility company with a permit from the city. Metronet is supposed to repair any grass they dig up. If you have any issues with their repair work, please call Metronet at 812-916-1536.

Fencing

For your information, the HOA design guidelines have been changed to allow fences up to 5 feet in height.
Exhibit C: Copperfield Homeowners Association Design Guidelines General Guidelines applicable to all Building Lots 
Fencing. Reads "not to exceed four (4) feet in height" changed to read "not to exceed five (5) feet in height."

The annual meeting was held on 27 July at the Vandalia Rec Center. Although there was not a quorum, we went ahead with the meeting, but did not hold elections. Craig Cassino agreed to continue on the board for another three years or until he moves. Whichever comes first.
What is New:
                  We have several new residents in the area and the board would like to welcome them to the community. If you need any assistance from us or a copy of the covenants, please feel free to contact us or type in Copperfield on your search engine and it will guide you to our two websites.                   As you all know we grated a portion the pond area where most people visit from the street. The landscaper had some seed left over and put it down in part of the area. We still need to reseed the rest of the grated area. This will happen this coming fall. We have also installed two new benches where families can sit and enjoy the pond and fountain and observe the wild life. 
                  We discussed the signage for garage sales and for sale signs. Please make sure you remove your sign once you are done advertising. Also, if you have a celebration or party make sure you clean up after yourselves. Do not leave it for others to have to clean up after you. 
                  Three homes now have liens on them for nonpayment of dues. We have a few more homes that have outstanding dept. Be aware, once you become delinquent we turn over the collection of late dues to the management co. and our lawyers. So do not come and speak to us as we are out of the loop. Once a lien is placed on your home, the management co. and our lawyers have three courses of action. One is to take you to court and garnish your wages. Your employer will then be made aware of your nonpayment issue. The second option is to send your account to a collection agency and the third is to foreclose on you. Remember, any fees that we have to pay to the lawyers are added to your account in accordance with the covenants. The HOA will not absorb any fees, so do not ask. Any of the above actions will be disclosed to the credit bureaus and your credit will be impacted.   
Some residents are placing their trash cans outside their homes and in view of the public again. As you know the covenants requires you to keep you cans in a bin or your garage. Please comply. This also goes for trailers; you can have them on premises for 48 hours. If you need your trailer to be there longer than 48 hours, please contact us.
If you notice an issue with the street lights, you have two ways to correct the problem. You can contact Miami Valley Lighting online at http://www.lightingsimplified.com/  and report the outage or contact one of the board members and we will take care of the issue. We had to do maintenance on one of the lights leading into Copperfield, unfortunately it belongs to us. The city would not help; therefore we had to find a private contractor to do the service. It is now repaired.
The field across the street from Mulberry belongs to Republic. Normally they cut the grass several times during the year. This year they are conspicuously absent. We tried to contact them, but they never got back to us. We did contact the city. They are going to post a notice and then cut the field and bill Republic. Hopefully no one has been dumping there so the city can cut the field without incident.
It was brought to our attention that many of the recycle bins that are put out on trash day have items that are blown all over the neighborhood. Please try to secure your items by placing heavier items on top or as one resident does, they place a rock on the top of the trash. The trash man understands why it is there.
Cutting your lawn and keeping it somewhat free of weeds is required by the covenants. If you have a lawn company and your lawn is still full of weeds, then contact whoever does your lawn and correct the situation. If you do it yourself, then you must take action to remove the weeds from your lawn. We have been in contact with the city to see if they will spray Copperfield Park and kill the weeds. They are researching the issue. If they do not take action, then it was agreed at the meeting that the board will take bids to see how much it will cost to do away with the weeds. If you rent your property it is your responsibility to ensure that your tenant maintains your lawn in accordance with the covenants. If they do not, you will be fined, not them.
Basketball hoops are supposed to be put away when not in use. We have been lenient and have allowed them to remain next to the driveway as long as they are erect. Laying them down next to your driveway does not constitute putting them away. This also goes for lawn or tree debris. Haul it away, or dispose of it properly. Do not leave it sitting out on your lawn. These are violations and you could be subject to a fine.
Dog droppings throughout the community are becoming an issue. If you take your dog to Copperfield Park, the city has a stand with doggie bags, please use them. If you walk your dog, carry your own bag and clean up after them. I’m sure you would not want someone leaving their droppings on your lawn. There are leash laws within the city limits, if your dog is seen running free, animal control will be called and you will be subject to a fine.
As you know, in the covenants there is a set of Guidelines and the board is allowed to make changes to those Guidelines. One such item in the Guidelines is awnings. We have decided that on a case-by-case basis we will consider awnings that have been previously not allowed.
We had an excellent discussion on how to deal with Ryan homes on construction issues. Some homes were actually denied new roofs by their insurance company do to improper installation by the builder. Another resident went after Ryan and won their case. If you had been at the meeting you could have found out how to handle your builder. Those at the meeting now know the way ahead and how to present their case.
